Forecourt retailer Applegreen is seeking permission to open a multi-use site close to Naas, Co. Kildare.
The planned development, at the former at the old Cemex and Donnelly Mirrors site close to the M7, will include a garage forecourt, central office space and a research and training facility.
The news follows Applegreen's floatation on the Dublin and London stock exchanges last week.
Commenting on the planned development, local Fianna Fail councillor James Lawless welcomed the move, saying that he has "received assurances the development would not impact negatively upon the town centre, but rather would provide an economic stimulus to Naas town and to the whole region, with up to 400 new jobs boosting the local economy."
The councillor added that the disused site, as it currently stands, is an "eye sore for the approach to Naas, and is not the right image to present to visitors to the town."
Applegreen has applied for planning permission for the site, with a decision due in early August.
